Some sites are worth repairing. Some are held together by obsolete software. The recommendation follows the condition of the site, not the desire to sell the biggest package.
If more work is required, it is separated from the initial rescue and priced before it begins.

The important boundary is honesty. If the hosting account, platform or software is too compromised to make a safe clean-up sensible, the rescue report should say that. A $600 clean-up should never quietly turn into an unlimited incident-response engagement.

QUESTIONS ABOUT WEBSITE RESCUE
No. Some websites can be cleaned safely; others depend on obsolete software, compromised hosting or missing backups. The rescue includes a reasonable clean-up attempt where recovery makes sense, but I will not promise a safe restoration before seeing the condition of the site.
No. The free Second Look uses the public website only. If you hire Second Coat for a rescue, access is arranged for the agreed work and you should revoke credentials or access that is no longer needed after the project.
I can check whether the website problem appears connected to DNS or hosting, but mailbox incidents, device compromise, formal forensics and legal incident response are outside the standard rescue scope. I will say when the problem belongs with a different specialist.
Basic performance problems are noted and obvious waste may be cleaned up when it is part of the same repair. A full performance rebuild, redesign or platform migration is a separate scope if the old site needs more than stabilization.
